Todd A. Hull

Senior Associate

Mr. Hull focuses his practice on federal and private sector employment, labor, and national security law matters, including security clearance defense, administrative investigations, grievance procedures, severance issues, disciplinary action defense, whistleblower matters, and equal employment opportunity (EEO) claims. Additionally, Mr. Hull also advises clients on various federal retirement matters, including: disability retirement applications, Federal Erroneous Retirement Coverage Act (FERCCA) corrections, court-ordered benefits, special retirement coverage for law enforcement, firefighter, and air traffic controllers, and general Federal Employees Retirement System (FERS), Civil Service retirement System (CSRS), and CSRS Offset retirement issues.

Mr. Hull represents federal and state employees, government contractors, law enforcement officers, and private sector employees throughout the Commonwealth of Virginia before various administrative agencies – including the Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), Office of Personnel Management (OPM), the Defense Office of Hearings and Appeals (DOHA), the Department of Defense Central Adjudication Facility (DoD CAF), and other federal agencies. Mr. Hull specializes in security clearance proceedings before all government agencies, including DOHA and the Intelligence Community.

Prior to joining Berry & Berry, PLLC as an Associate Attorney, he served as a Law Clerk with the firm since early 2018 while attending law school at American University Washington College of Law. Before clerking with the firm, Mr. Hull interned with the United States Department of Justice, Civil Division in its Immigrant & Employee Rights Section, where he helped enforce the anti-discrimination provision of the Immigration and Nationality Act (INA), prohibiting discrimination, retaliation, and unfair documentary practices on the basis of citizenship status or national origin. Additionally, Mr. Hull interned with the Office of Senator Joe Manchin III, where he assisted with researching and drafting various legislative policies, and he also interned with the International Corporate Accountability Roundtable (ICAR) to help create policies that promote human rights, corporate social responsibility, and reduce inequality.

Prior to his legal training, Mr. Hull obtained his undergraduate degree from West Virginia University, majoring in Political Science/Pre-Law and minoring in Theatre and Philosophy. Throughout his undergraduate studies, Mr. Hull concurrently worked as a Professional Actor with the Theatre on the Lake (TOTL) company in western Maryland. Mr. Hull is licensed to practice law in the Commonwealth of Virginia and before federal agencies nationwide.
